it was Eric Pickles that caused The Hole AFAIK.

Not Pickles; he'd already long-since buggered off to Essex by then. It was the Tory council under Margaret Eaton who gave the nod to Wastefield, and it was a Labour minority council under Ian Greenwood that stuck with it. Remember that hole has been festering since 2004. The real villains of the piece, though, are the former Bradford Centre Regeneration quango (of which Greenwood was a board member), and its CEO Maud Marshall who trousered nearly a million pounds over six years for brokering the whole mess. If Marshall had been working in the private sector she'd be in Holloway now.
