It depends how they define "consider": I would have guessed (one my representative sample of one...) that everyone must have had brief "what would happen if..." thoughts whilst standing on a railway platform or on the edge of a cliff or whatever. "Have you seriously considered ending your life?" might get a very different response. Or not.
