That £400m figure seems overstated if the guaranteed return is 97%. If you gambled £100, won back £97, then gambled if£97 and won back £94, you gambled £197 but only lost £6. I think a more subtle analysis is needed to work out how much money is being gambled 'away' rather than gambled with.

On the other hand, my husband used to watch other people put money into fruit machines and then time his games for when he machine wanted to pay out so 97% return doesn't mean return to the same person.
